How our governments use terrorism to control us

The sponsorship of terrorism by western governments, targeting their own populations, has been a taboo subject. Although major scandals have received cursory coverage in the media, the subject has been allowed to immediately disappear without discussion or investigation. Therefore the appearance this year of two major studies of this subject is a welcome breakthrough, and provides essential reading for anyone struggling to understand the events of September 11, 2001 and the post September 11 world.

The studies are complementary. NATO's Secret Armies, Operation Gladio and Terrorism in Western Europe by Daniele Ganser concerns terrorism sponsored by American and British intelligence in Western Europe and Turkey between the end of World War II and 1985. The War on Truth, 9/11, Disinformation, and the Anatomy of Terrorism by Nafeez Mosaddeq Ahmed chronicles the cultivation and sponsorship of militant Islamic terrorism by the intelligence services of the United States, Britain and Russia from 1979 to the present. Both studies are models of scholarship -- meticulously documented and carefully reasoned -- but the world they reveal will boggle the mind of the most wild-eyed conspiracy theorist.

Creating "Communist" Terrorism to Fuel the Cold War

NATO's Secret Armies describes how following World War II the US and Britain, fearing a Soviet invasion of Europe, established "stay-behind" paramilitary units throughout Western Europe and in Turkey. Had the anticipated Soviet invasion occurred these units would have constituted ready made resistance groups, trained and armed, with secure communications with each other and with their allies in Britain and the US. In some counties, for example Norway and Sweden, these stay-behind units were true to their original charters, remaining inactive until they disbanded at the end of the Cold War. In other countries, however, the paramilitary units were activated by their handlers in the United States as part of a hellish "Strategy of Tension" designed to convince left-leaning populations in Italy, Germany, Belgium, Greece, Turkey and other countries that their very lives were at risk from communist terrorists. The arms and bombs originally intended for the Soviets were turned instead on their own compatriots with the aim of placing the blame for the waves of terrorist attacks on communists.

In Italy the stay-behind operation was referred to as Gladio (Latin for "Sword"). The Piazza Fontana bombings that killed 16 and wounded 80 shortly before Christmas in 1969 initiated a wave of terrorist bombings in Italy by Gladio operatives that continued throughout the 1970s. The worst single bombing occurred in the Bologna train station in 1980, killing 85 and wounding 200. Another Gladio bombing in Brescia in 1974 killed eight and wounded 102, and the same year a train was bombed in Rome, killing 12 and wounding 48. The case that led to the discovery of the Gladio plots by the Italian courts was a 1972 bombing that killed three policemen.

The Gladio operations in Italy are relatively well known and well understood because of several high level judicial investigations that received coverage in the European press and have been the subject of a few books. One contribution of Ganser's book is to bring this material together in a concise and well organised format. Further, Ganser extends his study beyond Italy to examine the effects of stay-behind operations throughout Western Europe and in Turkey.

I was quite surprised to learn that by far the most extensive and destructive stay-behind operations were those carried out in Turkey under the code name Counter-Guerrilla. Among other crimes, a long series of bombings, random killings and assassinations, covertly perpetrated by CIA-controlled Counter-Guerrilla operatives in the late 1970s, were used as a pretext for the military coup in 1980 that led to the installation of a pro-American and pro-Israeli government there. I was also shocked to learn that stay-behind operatives were responsible for a series of horrific terrorist attacks in Belgium as late in the Cold War as 1985, although this is still the subject of unconvincing official denials.

One limitation of Ganser's study, which he frequently laments, is the unavailability of official documentation because all materials relating to the stay-behind operations remain highly classified. All Freedom of Information Act requests to date have been denied by American authorities. One might have hoped that at least with the end of the Cold War such atrocious strategies would be renounced, and that the implicated governments would make every effort to come clean and ensure that this history would not be repeated. Unfortunately, as The War on Truth by Nafeez Ahmed makes clear, the Strategy of Tension has proved to be so useful a tool both in terms of global and domestic politics that, far from being abandoned, these despicable operations have become increasingly accepted and commonplace.

Creating "Islamic" Terrorism for the Post-Cold War Era

Ahmed's study centres on the attacks of September 11, 2001, but the story begins in Afghanistan prior to the Soviet invasion in 1979. Zbigniew Brzezinski, national security advisor to President Jimmy Carter at the time, has described in an interview how, even prior to the invasion, the US had taken steps to fund the Mujahedeen warlords and to inflame militant Islam in the region. The aim was to destabilise the region and to force the Soviets to invade -- to draw them into their own Vietnam-style quagmire.

According to Brzezinski, "We did not push the Russians into invading, but we knowingly increased the probability that they would. That secret operation was an excellent idea. The effect was to draw the Russians into the Afghan trap."

After the Soviets' inglorious retreat from Afghanistan, and even more so after the collapse of the Soviet Union several years later, the policy of inflaming and exploiting militant Islam was credited by many in the US national security establishment for these historic developments. Ahmed has compiled irrefutable evidence that the United States did not abandon the militant Islamists after the end of the Cold War. In fact, American leadership at the very highest levels has continued to covertly protect, assist and guide militant Islam in general and al-Qaeda in particular in geopolitically important areas around the world, including Central Asia, North Africa, the Balkans, and the Philippines.

It is impossible to do justice to Ahmed's densely packed 390-page presentation here, but I will give some representative examples.

Sergeant Ali Mohamed Joins al-Qaeda

Ali Mohamed, an Egyptian intelligence officer, was fired in 1984 because of his religious extremism. In spite of this and in spite of the fact that his name was on the State Department's terrorist watch list, he was granted a visa to enter the US and became a US citizen. By 1986 he was a sergeant in the US Army and an instructor at the elite Special Warfare School at Fort Bragg. While in this position Mohamed travelled to Afghanistan to meet with bin Laden, and he assisted with the training of al-Qaeda operatives both in Afghanistan and in the US. His immediate supervisors at Fort Bragg were duly alarmed by these illegal activities, and reported them up the chain of command. When their reports failed to produce any action, not even an official debriefing of Mohamed upon his return from Afghanistan, at least one of his supervisors, Lt. Col. Robert Anderson, concluded that Mohamed had been acting as part of an operation sanctioned by an American intelligence agency, "probably the CIA."

Mohamed's activities in support of al-Qaeda throughout the 1990s were of the highest significance to that organisation. In 1991, he handled security for bin Laden's move from Saudi Arabia to the Sudan. In 1993, Mohamed accompanied bin Laden's second in command, Ayman al-Zawahiri, on a fund raising tour of the United States, again handling security arrangements. The funds raised helped support Zawahiri in a Pentagon supported mission in the Balkans, which will be discussed in the next section.

The al-Qaeda members trained by Mohamed in the United States included several who were later convicted in connection with the 1993 World Trade Center bombing. Top secret US Army training manuals supplied by Mohamed to the defendants were produced as evidence at their trial.

Mohamed himself did the initial surveillance for the al-Qaeda bombings of the US embassies in Kenya and Tanzania. At the time Mohamed was on active reserve with the Special Forces and was a paid FBI informant. Mohamed was at long last charged with crimes in connection with the 1998 embassy bombings. In October 2000, he was convicted of five counts of conspiracy to murder nationals of the United States. However, the nature of Mohamed's plea agreement, the sentence handed down, if any, and Mohamed's present whereabouts remain secret.

The Pentagon Brings al-Qaeda to the Balkans

The US national security establishment did not miss a beat in seeking to replicate the triumph in Afghanistan in other geopolitically critical areas. The Soviet puppet regime fell in Afghanistan in February 1992. That same year, the Pentagon started importing Afghan jihadists organised by bin Laden into Bosnia to wreak chaos and fuel the civil wars between Muslims and Serbs that devastated the former Yugoslavia in the following years. Bin Laden's second in command, Ayman al-Zawahiri, served as commander of the Mujahedeen forces in the Balkans.

The role of the Pentagon in airlifting the Mujahedeen terrorists into Bosnia and Kosovo between 1992 to 1995 has been well documented and widely reported in the European and Canadian media, but almost completely ignored in the United States. However, the geopolitical advantages of breaking the former sovereign nation of Yugoslavia into a patchwork of NATO protectorates, under the firm control of the United States, did not go unnoted. New Republic editors Jacob Heilbrunn and Michael Lind celebrated the event in a New York Times article titled "The Third American Empire" published on January 2, 1996:

"Instead of seeing Bosnia as the eastern frontier of NATO, we should view the Balkans as the western frontier of America's rapidly expanding sphere of influence in the Middle East . . . The regions once ruled by the Ottoman Turks show signs of becoming the heart of a third American empire . . . The main purpose of NATO countries, for the foreseeable future, will be to serve as staging areas for American wars in the Balkans, the Mediterranean and the Persian Gulf."

The CIA Brings al-Qaeda to the Philippines

In 1991, with the Afghan War winding down, the Abu Sayyaf terrorist group was formed in the Philippines around a core of radical Afghan veterans. They conducted their first kidnapping operation in 1992, and were responsible for a series of bombings and kidnappings throughout the 1990s that were highly destabilising for the Philippine government. Several high level al-Qaeda operatives, including Ramzi Yousef and Khalid Shaikh Mohammed were involved. Funding was provided by one of bin Laden's brothers in law, Mohammed Jamal Khalifa, an important figure in the funding of al-Qaeda operations worldwide.

Ahmed cites many authoritative sources, including Philippine intelligence officer Rene Jarque, Lt. Col. Ricardo Morales, and Senator Aquilino Q. Pimentel, to show that the Abu-Sayyaf group has received special assistance and protection both from the Philippine military and from the United States. Pimentel in a speech before the Philippine Senate in July of 2000 accused the CIA of creating the terrorist organisation with the help of their contacts in the Philippine military and intelligence communities.

Two incidents in particular have exposed the connivance of the United States in the Abu Sayyaf reign of terror beyond a reasonable doubt. In December of 1994, Khalifa was arrested during a visit to San Francisco on immigration violations. The FBI was aware of his ties to the Abu Sayyaf group and to al-Qaeda, and began a criminal investigation. Khalifa's lawyers tried to stall the investigation and manoeuvre for extradition to Jordan. Incredibly, help came to Khalifa from on high. Secretary of State Warren Christopher personally wrote a three-page letter to Attorney General Janet Reno asking that the request for extradition be granted. Accordingly, the FBI investigation was cancelled and Khalifa was sent to Jordan per his own request, where he was soon a free man.

The second incident is even more extraordinary and revealing. Michael Meiring, an American citizen, arrived in the Philippines in 1992 and promptly formed close working relationships both with high government officials and with rebel leaders in the Abu Sayyaf group. In 2002, in the midst of a wave of Abu Sayyaf bombings, Meiring accidentally detonated a bomb in his own hotel room in Mindao causing grave injury to himself, requiring emergency hospitalisation. US authorities immediately intervened. FBI agents and "agents of the National Security Council" swept him away from his hospital room, first to a hospital in Manila where Meiring was kept incommunicado and was treated by a doctor hand-picked by the US embassy. Then Meiring was rushed back to the United States. Like Ali Mohamed, his fate and current whereabouts are unknown. Numerous attempts to have him extradited back to the Philippines for prosecution have been stonewalled by US authorities.

The motivations for American support of terrorism in the Philippines are not hard to guess. In 1991, the same year that Abu Sayyaf was formed, the Philippines Senate had voted to close all US military bases in their country, an action with profound implications for the military posture of the United States in South Asia. In 2002, due to the destabilising effects of the Abu Sayyaf operations, the US military were invited back into the country to participate in operation Balikatan ("shoulder to shoulder"), a joint US/Philippine military exercise purportedly aimed at eliminating terrorism. These operations required special exemptions from the Philippine Constitution, which forbids foreign armies from operating on Philippine soil. Once again, al-Qaeda, with the help of their American friends, had acted to advance the geostrategic interests of the United States.

The Grand Design

The above examples are by no means isolated anomalies. The bulk of Ahmed's fine book is devoted to recording a pattern of evidence that is finally overwhelming. As he says in conclusion, "not only does the strategy employed in the new 'War on Terror' seem to provoke terrorism, but an integral dimension of the strategy is the protection of key actors culpable in the financial, logistical, and military-intelligence support of international terrorism."

And Then There Is September 11 Itself . . .

But what about the September 11 attacks themselves? Were they "blowback," i.e., unintended domestic consequences of foreign covert operations, or were they an integral part of the Strategy of Tension? Based in part on an analysis of intelligence warnings of the attacks, and on the absence of any air defence response, Ahmed strongly endorses the latter view. He reviews the dozens of very specific foreign and domestic intelligence warnings of terrorist attacks in the United States using airliners that came in the months leading up to the attacks. These in turn led to warnings issued by American intelligence to Pentagon officials, and to others, including author Salman Rushdie and San Francisco Mayor Willie Brown, to cancel all flight plans on the day of September 11, 2001. Meanwhile, no action whatsoever was taken to warn or to protect the American public.

Ahmed points out that the responsible authorities at the Pentagon and the Federal Aviation Administration have produced several profoundly contradictory accounts of their own actions on that day -- each subsequent story seemingly an attempt to remedy the shortcomings of a previous one. And still no remotely satisfactory account of the failure to intercept even one of the four hijacked airliners has been produced. Under ordinary circumstances, interception of wayward aircraft by military fighters would have been absolutely routine; such interceptions occurred at least 56 times in the calendar year prior to September 11, 2001. Ahmed points out that the attacks were allowed to proceed "entirely unhindered for over one and one half hours in the most restricted airspace in the world." He finds the idea that this was due to negligence beyond belief. Instead he argues that there must have been a deliberate stand-down of the air defence system managed by senior national security officials including the vice president and the secretary of defense.

The Future of the Strategy of Tension

The books reviewed herein document a continuous history over the last 40 years of the United States and other governments fostering and manipulating terrorism for their own ends. Terrorist organisations have been used to destabilise inconvenient regimes around the world, and to sow chaos, which can then serve as a pretext for military intervention.

Even more importantly, terrorism is used to create a crisis atmosphere at home under cover of which the crimes and corruption of government officials go unpunished, civil liberties are easily abandoned, and major wars can be launched under false pretences. Although at present there appears to be no reason for the terror-masters in Washington to consider changing their tactics, the publication this year of these two illuminating books raises the hope that the Strategy of Tension, which can only thrive in darkness and confusion, will ultimately have to be abandoned.

Public comments are now being accepted by the Environmental Protection Agency (EPA) on its newly proposed federal regulation regarding the testing of chemicals and pesticides on human subjects. On August 2, 2005, Congress had mandated the EPA create a rule that permanently bans chemical testing on pregnant women and children. But the EPA's newly proposed rule, misleadingly titled "Protections for Subjects in Human Research," puts industry profits ahead of children's welfare. The rule allows for government and industry scientists to treat children as human guinea pigs in chemical experiments in the following situations:

  1. Children who "cannot be reasonably consulted," such as those that are mentally handicapped or orphaned newborns may be tested on. With permission from the institution or guardian in charge of the individual, the child may be exposed to chemicals for the sake of research.
  2. Parental consent forms are not necessary for testing on children who have been neglected or abused.
  3. Chemical studies on any children outside of the U.S. are acceptable.

OCA's focal concerns with this proposed rule specifically involve the following portions of text within the EPA document (Read the full EPA proposed rule here: PDF --- HTML):

70 FR 53865 26.408(a) "The IRB (Independent Review Board) shall determine that adequate provisions are made for soliciting the assent of the children, when in the judgment of the IRB the children are capable of providing assent...If the IRB determines that the capability of some or all of the children is so limited that they cannot reasonably be consulted, the assent of the children is not a necessary condition for proceeding with the research. Even where the IRB determines that the subjects are capable of assenting, the IRB may still waive the assent requirement..."

(OCA NOTE: Under this clause, a mentally handicapped child or infant orphan could be tested on without assent. This violates the Nuremberg Code, an international treaty that mandates assent of test subjects is "absolutely essential," and that the test subject must have "legal capacity to give consent" and must be "so situated as to exercise free power of choice." This loophole in the rule must be completely removed.)

70 FR 53865 26.408(c) "If the IRB determines that a research protocol is designed for conditions or for a subject population for which parental or guardian permission is not a reasonable requirement to protect the subjects (for example, neglected or abused children), it may waive the consent requirements..."

(OCA NOTE: Under the general rule, the EPA is saying it's okay to test chemicals on children if their parents or institutional guardians consent to it. This clause says that neglected or abused children have unfit guardians, so no consent would be required to test on those children. This loophole in the rule must be completely removed.)

It also includes research conducted or supported by EPA outside the United States, but in appropriate circumstances, the Administrator may, under § 26.101(e), waive the applicability of some or all of the requirements of these regulations for research..."

(OCA NOTE: This clause is stating that the Administrator of the EPA has the power to completely waive regulations on human testing, if the testing is done outside of the U.S. This will allow chemical companies to do human testing in other countries where these types of laws are less strict. This loophole in the rule must be completely removed.)

70 FR 53857 "EPA proposes an extraordinary procedure applicable if scientifically sound but ethically deficient human research is found to be crucial to EPA’s fulfilling its mission to protect public health. This procedure would also apply if a scientifically sound study covered by proposed § 26.221 or § 26.421--i.e., an intentional dosing study involving pregnant women or children as subjects..."

(OCA NOTE: This clause allows the EPA to accept or conduct "ethically deficient" studies of chemical tests on humans if the agency deems it necessary to fulfull its mission. Unfortunately, the EPA report sets up no criteria for making such an exception with any particular study. This ambiguity leaves a gaping loophole in the rule. Without specific and detailed criteria, it could be argued that any and every study of chemical testing on humans is "necessary." This loophole in the rule must be removed, based on this inadequacy of criteria and definition.)

A state task force working on thorny issues of decision-making and care for
dying patients will hear tomorrow from a group which feels all too ignored
on such matters: people with disabilities.

People with mental or physical impairments and those who advocate for them
say a history of feeling their lives were devalued by the medical community
made them all the more alarmed at a June symposium of the Task Force for
Quality at the End of Life in Pennsylvania.

The daylong session attended by government officials, health care
professionals and others analyzing end-of-life issues covered such matters
as living wills, health care decision-making, hospice and palliative care
without acknowledging special problems of people with disabilities,
representatives of the latter say. Those concerns include access to
equitable care, perceptions by others that disabled people's lives are less
valuable, and a lack of self-determination in planning their treatment.

Representatives of Arc of Pennsylvania, Centers for Independent Living and
other groups pressed for more involvement in the task force planning, and
they will present recommendations to the 56-member task force at its meeting
tomorrow. Underlying their concerns is a sense that physicians, relatives
and others would decide to end medical treatment of a disabled person more
hastily than that person truly would want due to some skewed judgment that
their life is lacking in quality.
"People don't see our lives as being as valuable as everybody else's,"
asserted Sandi Weber, a staff member of the Three Rivers Center for
Independent Living who has spina bifida. When ill in hospital beds, "we leak
and we drool and we're all those things and we just cost too much, so it's
just easier to let life supports go."

The concerns are being raised at a time when national reports and state
end-of-life reform advocates have focused on laws and practices enabling
terminally ill people to cease painful and intrusive life-preserving
treatment, if that's their wish. That issue is all the more visible in the
wake of the prolonged and controversial death of Terri Schiavo after family
members debated her artificial life support.

The task force report, due in January, and the disability movement's
concerns also come as state lawmakers, the Rendell administration and
interest groups revisit legislation dealing with end-of-life issues which
was vetoed by the governor a year ago.

The measure, sponsored by Sen. Stewart Greenleaf, R-Montgomery, was intended
as an overhaul of Pennsylvania's advanced directive statutes covering health
care decisions for incapacitated people. Medical groups convinced Gov. Ed
Rendell, however, that the bill could make it too hard for family members to
cease a dying relative's life support unless the patient specifically
authorized a surrogate to do so in a power of attorney document.

Most people neglect to fill out such paperwork, which could immobilize
hospitals and long-term-care institutions and require them to keep people
alive on ventilators indefinitely, said Dr. Chris Hughes, a St. Clair
Hospital intensive care doctor who is the Pennsylvania Medical Society's
spokesman on the topic. That would be worse than current practice, he said,
in which physicians are guided by families on late-life decisions, even if
no law specifically tells them how to do so.

Though they haven't weighed in specifically on any possible adjustments to
Mr. Greenleaf's new version of the legislation, which the Rendell
administration is expected to propose, activists for both the mentally and
physically disabled worry about how their lives' quality is viewed by
physicians and relatives.

Dr. Christopher Gorton, an Arc of Pennsylvania board member who was former
medical director of the state's Office of Mental Retardation, said he'd
heard reluctant physicians wonder aloud, "What are we saving here?" when
reviewing the conditions of critically ill patients with retardation.

"That's happened more than once," he said.

It has come up as well, disabled people say, in denial of transplant
operations to people with impairments, or more emphasis hospitals might give
to having them fill out do-not-resuscitate orders before undergoing medical
procedures, when other patients might not be asked.

Among the recommendations disabilities advocates plan to make to the task
force, based on a meeting they held three weeks ago, is that hospitals
provide a staff member to assist patients, families and physicians on
special issues related to disabilities and late-life care decisions. They
want better training of health professionals on disabilities issues, and
protection that keeps "quality-of-life" perceptions from entering into
life-and-death decisions about a disabled person's care.

On the other hand, they want disabled people to have the same rights to make
their own life-endangering decisions as other people to avoid certain care.

Dr. Alan Meisel, director of the University of Pittsburgh's Center for
Bioethics and Health Law, said the difficulty is recognizing that disabled
people must receive better treatment and protection than they sometimes have
in the past, while avoiding laws and policies which are detrimental to other
patients who want the leeway to end their own lives peacefully.
"Obviously, we don't want to take away treatment from people who want it,
but we also don't want to provide treatment to people who feel they lived a
full life and feel keeping themselves alive may be a sentence to severe
suffering for their remaining weeks or days," Dr. Meisel said. "How you
craft a law that accommodates both positions here can be pretty tricky."

Chemtrails Are Over Las Vegas

Editor's Note: Las Vegas residents are increasingly noticing the appearance of chemical trails overhead. They appear EVERY weekend without fail, the only exception being the two weeks after September 11, 2001. Such "chemtrails" are substantially different in appearance to the normal condensation trails left by jet airliners. The difference is that while condensation trails are composed of water vapor that dissipates rapidly, "chemtrails" linger much longer and spread out over time to eventually cover the sky with a thin haze. This week the Las Vegas Tribune begins a two-part article to examine the undeniable and mysterious phenomena of Chemtrails Over Las Vegas.

Last year a concerned reader wrote to the Idaho Observer: "Driving across Idaho and Nevada we saw normal condensation trails in the skies above north Idaho and we were habitually looking up as we drove toward Las Vegas. We had noticed that the sparsely populated areas in Nevada had brilliantly clear blue skies and that the occasional airplane left vapor trails that dissipated normally. But as soon as we neared Las Vegas, in the skies directly above the city, we watched what appeared to be a military C-135 Transports spraying something over the populated areas. When the planes were no longer directly over Las Vegas, they continued flying leaving a vapor trail that dissipated normally."

It has been reported that the "chemtrails" contain ethylene dibromide -- a substance that has been an additive to gasoline and airplane fuels as well as a banned pesticide. Ethylene dibromide has been linked to kidney and liver damage and is an immunosuppressive and a lung irritant.

William Thomas, who has researched chemtrails since their appearance in the latter 90s, has noted stunted plant growth in once-healthy gardens and wilderness areas in Santa Fe and Aspen. Similar
plant problems are commonly associated with chemtrails in other regions of the U.S.

A brief history of the chemtrail phenomenon can be traced to a Washington state man who told award-winning investigative reporter William Thomas that he'd become ill on New Year's Day 1999 after watching several jets make strange lines in the sky. Within six months, Thomas, writing primarily for the Environmental News Service, has detailed 1000s of eyewitness reports of chemtrails from 40 states.

"Mainstream newspapers have gone out of their way to dismiss these eyewitness accounts," Thomas told the New Mexican newspaper in June 1999, "It's easier to sell UFOs to major media than a phenomena as close in many cities as the nearest window."

Especially disturbing for residents of heavily chemtrailed communities like Las Vegas is a "chemtrail sickness" associated with heavy spray days leaving many stricken people complaining of the "flu" and acute allergic reactions months after the flu season has ended. Upper and lower respiratory and gastrointestinal ailments remain unusually high in many spray areas, along with debilitating fatigue - and something even more worrying.

What's going on?

Thomas is convinced that we are under "deliberate biological attack" by agents known only to top military and government officials responsible for permitting continuing over-flights by unmarked spray aircraft.

Government officials deny that anything unusual is taking place, yet increasing numbers of concerned observers are seeing 727-like aircraft painted "all-white with a black stripe up the middle of fuselage" laying long and often cries-crossing chemtrail patterns over Southern Nevada and elsewhere. None of the planes carry identifying markings.

Pat Edgar has been watching the jets spraying over eastern Oklahoma since a sunny day in October, 1997 when as many as 30 contrails gradually occluded the sky. "They look like they're playing tic-tac-toe up there," he says. "You know darn well it's not passenger planes." Edgar says he has watched "cob-webbing stuff coming down" from the zigzagging jets flying "all day long, line after line, back-and-forth, like furrows in a farm field." Edgar adds "There is a lot of Lupus in the area now. A lot of women have come down with it."

One source, who spoke to the Tribune under condition of anonymity, working as a civilian archeologist on government land throughout Nevada, began to notice "all white unmarked aircraft" preparing for take-off at Nellis AFB and at the Mancamp Complex near Tonapah in the late-90s. "It was these unmarked planes that were constantly laying down the criss-crossing X patterns of lingering chemical-spray trails over Southern Nevada." When the archeologist asked the military escort who accompanied the civilian research team into 'sensitive' areas around Nellis, about the planes, the reply received was, "You didn't see anything."

Another Las Vegas resident, Sandy Range, grew up within an outdoors field and stream-type family and has been watching the weather and the skies all her life. Holding a degree from Syracuse University, Range moved to Las Vegas in 1989. "I first began to notice the chemtrails in late '96 - 14 criss-crossed miles-long vapor trails that didn't evaporate like the norm. I began to see them weekly, then daily," Range states matter-of-factly.

One early morning in '99 Range was returing from Henderson when a low-flying craft dropped a trail right overhead along Boulder Highway. "It covered my car with a sticky web-like coating and I saved a specimen in a jar. Microscopic fiber-like filaments," Range reports.

Government denials, as usual.

Congressman Dennis Kucinich of Ohio authored the Space Preservation Act of 2001, which sought a "permanent ban against weapons in space," specifically banning "chemtrails" as weapons. But in a subsequent version of the bill, the "chemtrails" language disappeared entirely. The missing words suggest an eyes-wide-open denial, which says as much about the cover-up as it does about the spraying that's plainly visible in the sky.

In a front-page story entitled "Conspiracy theorists look up," the Akron Beacon Journal noted that Kucinich's bill "had been rewrittenand the references to chemtrails and the other types of weapons were quietly eliminated." The Beacon Journal article, linking chemtrails to conspiracies, resulted from massive local pressure. Michel Massullo of Akron provided that newspaper with rolls of photos of plane trails and a sworn affidavit attesting to extensive aerial activity over that city.

The U.S. Air Force Website refutes the "Chemtrail Hoax" as having been around since 1996, "accusing the Air Force of being involved in spraying the U.S. population" with mysterious substances: "Several authors cite an Air University research paper titled 'Weather as a Force Multiplier: Owning the Weather in 2025' that suggests the Air Force is conducting weather modification experiments. The purpose of that paper was part of a thesis to outline a strategy for the use of a future weather modification system to achieve military objectives and it does not reflect current military policy, practice, or capability. The Air Force is not conducting any weather modification experiments or programs and has no plans to do so in the future. The 'chemtrail' hoax has been investigated and refuted by many established and accredited universities, scientific organizations, and major media publications."

Explaining the government's position, Lieutenant Colonel Michael K. Gibson of the U.S. Air Force wrote U.S. Representative Mark Green in August 2000 and stated, "The term 'chemtrail' is a hoax that began circulating approximately three years ago which asserts the government is involved in a joint federal program of covert spraying of the public."

But many intelligent researchers call Gibson's communique a classic non-denial denial: Gibson is denying that the Air Force is secretly spraying U.S. citizens. The reality is the U.S. Space Command and other government agencies are involved in ongoing experiments for military and environmental purposes that involve aerial spraying, and the microfibers and other sprayed chemicals inevitably fall to earth, putting the public at risk.

Before you believe Gibson's and the government's "denial," do an Internet search for the following terms: "Joint Vision for 2020" and "Weather is a Force Multiplier: Owning the Weather in 2025", a whitepaper by MIT's Bernard Eastlund and H-bomb father Edward Teller. Before he died in 2003, Teller was director emeritus of Lawrence Livermore National Laboratory, where plans for nuclear, biological and directed energy weapons are crafted. In 1997, Teller publicly outlined his proposal to use aircraft to scatter through the stratosphere millions of tons of electrically-conductive metallic materials, ostensibly to reduce global warming.

Two scientists working at Wright Patterson Air Force Base confirmed to the Ohio newspaper, Columbus Alive, that they were involved in aerial spraying experiments. One involved aluminum oxide spraying related to global warming and the other involved barium stearate and had to do with high-tech military communications.

And even in the face of government denials, environmental laboratories have begun to identify an extremely toxic component of the spray drifting over cities and countryside. Several independent sources claim that samples of fallout from the lingering smoke trails and have been independently tested and found to contain ethylene dibromide (EDB).

In 1998, a US Air Force public affairs officer told residents of Las Vegas that their sudden upsurge of respiratory ailments could have come from "routine" fuel-dumping by military aircraft reducing weight for landing.

An extremely hazardous pesticide, EDB was banned by the US Environmental Protection Agency in 1983. But in 1991, the composition of jet fuel used by commercial and military jet aircraft in the U.S. was changed from JP4 to somewhat less flammable JP8. A Department of Defense source says the move "has saved some lives" in air crashes. Ethylene dibromide is a key component of JP8.

The 1991 Chemical Hazards of the Workplace warns that repeated exposure to low levels of ethylene dibromide results in "general weakness, vomiting, diarrhea, chest pains, coughing and shortness of breath, upper respiratory tract irritation" and respiratory failure caused by swelling of the lymph glands in the lungs. "Deterioration of the heart, liver and kidneys, and hemorrhages in the respiratory tract," can also result from prolonged contact with JP8.

According to the U.S. Environmental Protection Agency's hazardous materials list: "Ethylene dibromide is a carcinogen and must be handled with extreme caution." A seven-page summary of this pesticide's extreme toxicity notes that EDB may also damage the reproductive system. According to the EPA, "Exposure can irritate the lungs, repeated exposure may cause bronchitis, development of cough, and shortness of breath. It will damage the liver and kidneys".

Mark Witten, a respiratory physiologist at the University of Arizona in Tucson where an official US Air Force study on JP8 was carried out, told Scientist in March, 1998 that crew chiefs "seem to have more colds, more bronchitis, more chronic coughs than the people not exposed to jet fuel."

EDB is 6.5-times heavier than air. Unlike normal condensation trails, the thick white streamers being sprayed from downward-pointing tail-booms over at least 39 states does not dissipate, but spreads into an overcast that refracts a purple color in sunlight and appears suddenly as an oily film in puddles and ponds.

Hundreds of photographs and videotapes made by ground observers show pairs or larger formations of aircraft spreading a white mist that thickens and drifts toward the ground. Thousands of eye-witnesses - including police officers, pilots, military and public health personnel - have provided detailed accounts of aerial spraying in characteristic "X"s and east-to-west grid patterns, followed by occluded skies - and acute auto-immune reactions and respiratory infections throughout affected regions.

Severe headaches, nosebleeds, shortness of breath, joint pain and a dry hacking cough "that never leaves" are being reported by countless Americans jamming hospital Emergency Rooms from coast to coast. While December and January are traditionally bad months for asthma sufferers, patients, doctors and nurses across the U.S. report hospital wards filled to overflowing with bronchitis, pneumonia and acute asthma admissions at up to twice-normal winter rates.

"We're getting sprayed real heavily with the chemtrails," a Las Vegas resident told the Tribune. " On some days it's just total saturation."

As over-filled Pennsylvania hospitals were forced to divert respiratory emergencies to other facilities with bed space, a south-central Pennsylvania resident, Deborah Kammerer, looked out her window and watched aircraft "flying and dispersing over the city. It was supposed to be a clear sunny day. It became more overcast as the day progressed. I observed how the white trails widened out and settled down creating a haze over everything."

Where is the mainstream media's reporting of this mass phenomenon? Indications of a concerted cover-up came in February 2003, when a retired Southern Baptist preacher named Everett Burton finally succeeded in reaching C-span. After voicing his opinion on the Clinton impeachment trial, this former minister told Americans to get a copy of the Constitution and read it to realize what they have lost. Rev. Burton then advised viewers not to take his word for what was happening in the US, "just look up in the skies as the planes regularly spray contrails across the skies, spraying people and making them ill." At that point, Rev. Burton was cut off. The screen flipped from C-span to the Tennessee state seal, remained silent for several minutes.

Torture photos fuel scandal of secret Iraqi jail

FT" -- -- Graphic photographs of injuries allegedly suffered by detainees in Iraqi custody surfaced today as the government attempted to dismiss international criticism over a secret torture prison.

The images, released by the Sunni Committee of Muslim Scholars (SCMS), show men - alleged to be former police officers taken captive by Shia commandos - with bruises and welts covering their bodies. The skin on one man's arm is seared to the flesh.

The publication of the disturbing photographs follows the discovery on Sunday of 173 men and teenage boys in a secret prison beneath a government building in Baghdad. Some of the inmates were reportedly tortured, beaten and starved.

John Reid, the British Defence Minister, described the abuse as "totally unacceptable", Kofin Annan, the Secretary General of the United Nations, said he was "deeply concerned", and the European Union foreign policy chief, Javier Solana, said it would "not help" stabilise the country.

The Iraq Government today responded with defiance to calls, led by members of the Sunni Arab community, for an international inquiry.

The Interior Minister, Bayan Baqer Solagh, a Shia Muslim with links to the Iran-backed Supreme Council for Islamic Revolution in Iraq (SCIRI), said claims that detainees were mistreated had been exaggerated. He said that only seven of the men in the dungeon showed signs of being beaten.

Raising his voice in anger, he told a press conference: "I don’t accept for any officer to even slap a prisoner."

Mr Solagh also denied suggestions that the detention facility was operating in secret. He said that the prison, in the basement of an Interior Ministry building, was well-known and insisted that all of those inside were dangerous terrorists.

He said: "This is not true and is unfounded. I want everyone who makes irresponsible statements to know I will file lawsuits against them. These are only rumours; this is not a prison or a detention camp."

Mr Solagh said there were seven cases of torture out of the total number of inmates at the prison, adding: "Those responsible will be held accountable."

Waving a stack of passports, he said that all 173 inmates had been legally detained. He countered claims that they were all Sunni Arabs by saying that a Shia man responsible for four car bombings which killed 66 people was among the prisoners.

Mohammad Duham, the head of a group that works to protect prisoners and detaineees, told Reuters that torture implements had been found in the bunker, including saws to cut limbs.

"This is unacceptable and claims we used things to carve people’s limbs are absurd," Mr Solagh said.

The Iraqi Government has agreed to an internal inquiry into the discovery of the bunker dungeon, but opposition figures have called for the intervention of the United Nations, saying that the administration can not be trusted.

Sunnis have blamed death squads made up of SCIRI's Badr militias and the American-trained Wolf Brigade for carrying out a series of secret arrests and the unlawful murders of at least six clerics in the past few months.

The charges threaten to undermine trust in key sections of the Iraqi security service in the run-up to elections for a permanent government on December 15.

"It’s extremely damaging," said Abdel-Bari Atwan, the editor of al-Quds al-Arabi newspaper, referring to the torture bunker and the United State's admission yesterday that it used white phosphorus munitions in its assault of the Sunni Arab city of Fallujah.

"Saddam’s regime never pretended to be democratic or a champion of human rights. But the Americans are supposed to be the leaders of the free world, while those practising torture represent the new Iraq, which is supposed to be democratic and defending human rights," Mr Atwan told Reuters in London.

McCain: Pentagon spending 'unsustainable'

WASHINGTON, Nov. 15 (UPI) -- Republican Sen. John McCain Tuesday said the massive Pentagon budget for the war in Iraq can't be sustained because of the need to replace weapons.

"We have unsustainable defense spending," said McCain, a chief proponent of military acquisition reform. "Refurbishment or replacement sooner than planned is putting further pressure on DOD's investment accounts. We cannot sustain the number of weapons programs that are in the program of record."

The Arizona Republican said the Defense Department spent $291 billion on the top five weapons systems in 2000 but the top five weapons systems in 2005 cost nearly $550 billion. One of those top five systems, the FA-22, has seen unit costs increase almost 190 percent," he said.

The Pentagon's budget for 2006 was $441 billion with a $50 billion fund to pay for military operations in Afghanistan and Iraq, which cost a combined $5.5 billion a month.

Democrats Have Evidence That The Bush Administration Deliberately Manipulated Pre-war Intelligence

11/17/05 "ICH " -- -- Senate Democrats have dug up additional explosive evidence over the past week that they say will help prove the Bush administration deliberately manipulated pre-war Iraq intelligence that was used to convince Congress and the public to support a pre-emptive strike against the Middle East country in March of 2003.

Specifically, Carl Levin, the senior Democrat who sits on the Senate Intelligence Committee, is interested in permanently debunking the administration's assertion that it "mistakenly" included the 16-word reference in President Bush's January 2003 State of the Union address claiming that Iraq tried to purchase yellowcake uranium - the key component to building an atomic bomb - from Niger. Levin's aides said the administration knew months before that the veracity of the allegations was dubious because it was based on forged documents.

Many critics of the war cite those 16 words in the State of the Union address as the silver bullet that convinced Congress and the American public to back the war against Iraq. The Niger uranium allegations are also at the heart of a federal probe into the outing of covert CIA agent Valerie Plame Wilson, whose husband, former Ambassador Joseph Wilson, was the envoy sent to Niger in February 2002 to investigate the uranium rumor and reported back to the CIA that there was no truth to it. The leak of Wilson's wife's identity and undercover CIA status was an attempt to muzzle Wilson, a vocal critic of the war, who had accused the Bush administration of citing the phony Niger uranium documents to dupe Congress into supporting the war.

The probe has so far resulted in a five-count criminal indictment against I. Lewis "Scooter" Libby, Vice President Dick Cheney's chief of staff, who resigned from his position last month following the indictment for lying to prosecutors about his role in the leak.

Since Libby's indictment, the Bush administration has launched a full-scale public relations campaign to shore up Bush's sagging poll numbers. In doing so, senior officials at the White House and the National Security Council have publicly attacked Democratic critics of the war, as well as the bipartisan investigation into pre-war intelligence, claiming Democrats saw the exact same intelligence as those in the White House and voted in favor of military action.

On Wednesday, Cheney called critics of the war "dishonest" and "reprehensible" and said Democrats accusing the Bush administration of manipulating intelligence were "opportunists."

But aides to Sen. Levin rebutted that, saying they have smoking-gun proof that they were lied to by Bush and Cheney about not only the existence of weapons of mass destruction but also claims that Iraq had tried to obtain yellowcake uranium from Niger.

In building their case against the administration, Levin, with the help of Congressman Henry Waxman, D-Calif., has obtained the December 2002 letter sent to the White House and the National Security Council by Mohammed ElBaradei, the head of the International Atomic Energy Agency, warning that the Niger claims were bogus and should not be cited by the administration as evidence that Iraq was actively trying to obtain WMDs.

Waxman had written ElBaradei in March 2003, inquiring about the Niger documents and the allegations that Iraq tried to purchase uranium there in order to determine if the Bush administration manipulated the intelligence it had relied upon. Waxman received a three-page response from ElBaradei on June 20, 2003, around the same time that Joseph Wilson had started to publicly question the Bush administration's rationale for war and around the same time White House officials had disclosed his wife's CIA status to a handful of reporters. Baradei's response letter lays out in full detail the play-by-play in his attempt to get to the bottom of the Niger uranium story.

ElBaradei said, when the Niger claims were included in the State Department fact sheet on the Iraqi threat in December 2002, "the IAEA asked the U.S. Government, through its Mission in Vienna, to provide any actionable information that would allow it to follow up with the countries involved, viz Niger and Iraq." ElBaradei said he was assured that his letter was forwarded to the White House and to the National Security Council. ElBaradei added that he and his staff were suspicious about the Niger documents because it had long been rumored that documents pertaining to Iraq's attempt to obtain uranium from Niger had been doctored.

The evidence that Iraq sought to purchase uranium from an African country was first revealed by the British government on September 24, 2002, when Prime Minister Tony Blair released a 50-page report on Iraqi efforts to acquire weapons of mass destruction. This report ultimately became a significant part of the US case against Iraq.

ElBaradei had said he repeatedly requested copies of the Niger documents prior to Bush's State of the Union address but never received anything. When he finally did receive the documents - six weeks later - on February 4, 2003, a week after Bush's State of the Union address, his suspicions turned out to be on the money. He was the person who first revealed that the Niger documents cited by the Bush administration to win support for the war were crude forgeries.

ElBaradei told Waxman that the White House had turned over the Niger material "without qualification" and provided no specific comments on whether US intelligence considered the documents to be authentic.

In conversations and correspondence with Waxman, ElBaradei said he personally had tried to contact Stephen Hadley, then Deputy National Security Adviser, and aides to former Secretary of State Colin Powell, warning them not to rely on the Niger documents as evidence of the Iraqi threat, but was continuously rebuffed. He said the White House officials pledged to cooperate with United Nations inspectors but repeatedly withheld evidence from them.

Cheney did the rounds on the cable news outlets, and tried to discredit ElBaradei's conclusion that the documents were forged.

"I think Mr. ElBaradei frankly is wrong," Cheney said. "[The IAEA] has consistently underestimated or missed what it was Saddam Hussein was doing. I don't have any reason to believe they're any more valid this time than they've been in the past."

Four months later, Hadley, as well as former CIA Director George Tenet, took responsibility for allowing the Niger uranium claims to be included in Bush's speech. Aides to Levin said that when the bipartisan investigation is complete there will be ample proof that the Bush administration, specifically, Hadley, Cheney, and other top officials, knowingly manipulated intelligence to fit their agenda in launching a war.

Public comments are now being accepted by the Environmental Protection Agency (EPA) on its newly proposed federal regulation regarding the testing of chemicals and pesticides on human subjects. On August 2, 2005, Congress had mandated the EPA create a rule that permanently bans chemical testing on pregnant women and children. But the EPA's newly proposed rule, misleadingly titled "Protections for Subjects in Human Research," puts industry profits ahead of children's welfare. The rule allows for government and industry scientists to treat children as human guinea pigs in chemical experiments in the following situations:

  1. Children who "cannot be reasonably consulted," such as those that are mentally handicapped or orphaned newborns may be tested on. With permission from the institution or guardian in charge of the individual, the child may be exposed to chemicals for the sake of research.
  2. Parental consent forms are not necessary for testing on children who have been neglected or abused.
  3. Chemical studies on any children outside of the U.S. are acceptable.

70 FR 53865 26.408(a) "The IRB (Independent Review Board) shall determine that adequate provisions are made for soliciting the assent of the children, when in the judgment of the IRB the children are capable of providing assent...If the IRB determines that the capability of some or all of the children is so limited that they cannot reasonably be consulted, the assent of the children is not a necessary condition for proceeding with the research. Even where the IRB determines that the subjects are capable of assenting, the IRB may still waive the assent requirement..."

(OCA NOTE: Under this clause, a mentally handicapped child or infant orphan could be tested on without assent. This violates the Nuremberg Code, an international treaty that mandates assent of test subjects is "absolutely essential," and that the test subject must have "legal capacity to give consent" and must be "so situated as to exercise free power of choice." This loophole in the rule must be completely removed.)

70 FR 53865 26.408(c) "If the IRB determines that a research protocol is designed for conditions or for a subject population for which parental or guardian permission is not a reasonable requirement to protect the subjects (for example, neglected or abused children), it may waive the consent requirements..."

(OCA NOTE: Under the general rule, the EPA is saying it's okay to test chemicals on children if their parents or institutional guardians consent to it. This clause says that neglected or abused children have unfit guardians, so no consent would be required to test on those children. This loophole in the rule must be completely removed.)

70 FR 53864 26.401 (a)(2) "To What Do These Regulations Apply? It also includes research conducted or supported by EPA outside the United States, but in appropriate circumstances, the Administrator may, under § 26.101(e), waive the applicability of some or all of the requirements of these regulations for research..."

(OCA NOTE: This clause is stating that the Administrator of the EPA has the power to completely waive regulations on human testing, if the testing is done outside of the U.S. This will allow chemical companies to do human testing in other countries where these types of laws are less strict. This loophole in the rule must be completely removed.)

70 FR 53857 "EPA proposes an extraordinary procedure applicable if scientifically sound but ethically deficient human research is found to be crucial to EPA’s fulfilling its mission to protect public health. This procedure would also apply if a scientifically sound study covered by proposed § 26.221 or § 26.421--i.e., an intentional dosing study involving pregnant women or children as subjects..."

(OCA NOTE: This clause allows the EPA to accept or conduct "ethically deficient" studies of chemical tests on humans if the agency deems it necessary to fulfull its mission. Unfortunately, the EPA report sets up no criteria for making such an exception with any particular study. This ambiguity leaves a gaping loophole in the rule. Without specific and detailed criteria, it could be argued that any and every study of chemical testing on humans is "necessary." This loophole in the rule must be removed, based on this inadequacy of criteria and definition.)

Rummy, Aspartame & Swine Flu

U.S. Secretary of Defense Donald Rumsfeld is not only a force in launching the controversial flu remedy Tamiflu, he is also behind the release of the increasingly criticized sweetener aspartame. In fact, he’s mentioned in a $350 million class action lawsuit filed by US consumer group the National Justice League. According to a September 2005 Ecologist Magazine cover story, “Aspartame - the shocking story of the world's bestselling sweetener” by health writer Pat Thomas, The Ramizzini Institute in Bologna, a non-profit, private research institution, recently released “the results of a very large, long-term animal study into aspartame ingestion. Its study shows that aspartame causes lymphomas and leukaemia in female animals fed aspartame at doses around 20 milligrams per kilogram of body weight, or around half the accepted daily intake for humans.” Health problems linked to aspartame reportedly include arthritis, brain cancer, memory loss, hearing loss, hypertension, abdominal pain, headache and migraines.

How did Rumsfeld, better known these days for the windfall he has reaped from the sudden popularity of the antiviral Tamiflu, get mixed up with aspartame? It happened when he became the chief executive officer of a worldwide pharmaceutical G.D. Searle & Company in 1977, some 12 years after aspartame’s discovery by G.D. Searle chemist James Schlatter. A story by Rishi Mehta, associate commentary editor for the University of Connecticut Daily Campus newspaper, points out the following: “In 1981, after over 15 years of FDA disapproval of aspartame, Rumsfeld said in a Searle sales meeting that he would use ‘political rather than scientific means’ to finally get FDA approval. Only 20 days later, Ronald Reagan was sworn in as 40th President of the United States, appointing Rumfeld as Special Envoy to the Middle East and Arthur Hayes Hull Jr. - a friend of Rumsfeld's - to FDA commissioner."

The article adds, “Within one day, Rumsfeld and Searle reapplied to Hull's FDA for approval of aspartame. A few months later Hayes appointed a five-member committee to review whether or not aspartame should be approved. When it became apparent there would be a 3-2 decision against approval of the substance, Hull appointed a sixth person. Once the vote became deadlocked, Hayes took it upon himself to make the tie-breaking vote, allowing aspartame to receive FDA approval. Only three months later, Hayes resigned under controversy only to shortly thereafter take a senior position with Burston-Marsteller - a company which was the public relations firm for Rumsfeld's Searle.”

One of the many problems with such apparent cronyism is that it taints any government proposal having to do with health care or emergency health powers. This is no hypothetical concern either. Late in October 2005 the "Biodefense and Pandemic Vaccine and Drug Development Act of 2005"(S. 1873) was introduced in the Senate to “prepare and strengthen the biodefenses of the United States against deliberate, accidental, and natural outbreaks of illness, and for other purposes.” It establishes the Biomedical Advanced Research and Development Agency (BARDA), as the focal point of a secret effort to develop vaccines and other medical countermeasures, exempt from the Freedom of Information Act and the Federal Advisory Committee Act. The National Vaccine Information Center (NVIC) has called "a drug company stockholder's dream and a consumer's worst nightmare." According to Canadian-based Global Research, “The proposed legislation will strip Americans of the right to a trial by jury if harmed by an experimental or licensed drug or vaccine that they are forced by government to take, whenever federal health officials declare a public health emergency."

While Rumsfeld is not directly involved in the legislation, it contains many of the defects associated with Rumsfeld’s conflation of private and public spheres as regards health care. This iteration, perhaps the most radical yet, allows large pharmaceutical to operate in secret with government researchers using “biodefense” research funds to develop what may be questionable treatments for which they will not be liable. Left alone, the private sector would develop branding and testing agencies – and these entities would be on guard against corruption which could sink their businesses. But by commingling private health care initiatives with secret, emergency biodefense developments, the government is making it impossible to apply the competitive benefits of the marketplace or scientific transparency. It is a recipe for the development of flawed treatment regimes that may offer tragic consequences.

For precedent, ironically, it is not necessary to look any further than Rumsfeld himself and his role in the little remembered 1970’s medical debacle of Swine Flu. According to Lisa Parsons in a review of "Crab Wars: A Tale of Horseshoe Crabs, Bioterrorism, and Human Health," by William Sargent, 2002, University Press of New England: “The Rumsfeld [connection to Swine Flu] starts in 1976, when a military recruit in New Jersey died from a flu that experts speculated might be the ‘swine flu’ virus of 1918 pandemic fame. As Sargent tells it, Rumsfeld, who was then and is again the nation's secretary of defense, made the imminent ‘swine flu’ a political issue to add some spark to the campaign of President Ford, an interim leader without a cause. At Rumsfeld's urging, the administration would ensure that "every man, woman and child" was vaccinated. Huge amounts of vaccine were produced and distributed quickly."

Parsons adds, “Some batches were contaminated. This was in the days before lysate. Six hundred people sickened and 52 died. The program was stopped a month after the election. And nobody got swine flu. ‘It was,’ writes Sargent, ‘modern medicine's most flagrant miscalculation.’ Parsons also mentions Sargent’s linkage between the '76 swine flu scare and the more current discussion about a smallpox vaccine. “‘How will the United States protect itself against bioterrorism?’ [Sargent] asks. ‘The Department of Defense proposes … 40 million new doses of smallpox vaccine.’ Sargent is concerned about the possibility of bacterial contamination in vaccines that are rushed to market, and suggests that such contamination might have been behind adverse reactions to the vaccine in the past. ‘[Rumsfeld] is one of the architects of the present campaign.’”

According to Dr. Joseph Mercola at the Alliance for Human Research Protection, observers of the Swine Flu debacle had far stronger comments than Sargent's, as follows: “Ida Honorof [called it], ‘the most brazen, obscene electioneering ploy’ ever … proposed by the President 'and his coterie of scientific hacks, fabricated to cause pure unadulterated panic and guarantee political capital, rammed through without consideration of people's health and lives and approved by a band-wagon Congress’ eager to make the nation's ‘health’ a bipartisan concern.”

WASHINGTON (AP) - House and Senate negotiators struck a tentative deal on the expiring Patriot Act that would curb FBI subpoena power and require the Justice Department to more fully report its secret requests for information about ordinary people, according to officials involved in the talks.

The agreement, which would make most provisions of the existing law permanent, was reached just before dawn Wednesday. But by midmorning GOP leaders had already made plans for a House vote on Thursday and a Senate vote by the end of the week. That would put the centerpiece of President Bush's war on terror on his desk before Thanksgiving, a month before more than a dozen provisions were set to expire.

Officials negotiating the deal described it on condition of anonymity because the draft is not official and has not been signed by any of the 34 conferees.

Any deal would mark Congress' first revision of the law passed a few weeks after the Sept. 11 terror attacks. In doing so, lawmakers said they tried to find the nation's comfort level with expanded law enforcement power in the post-9/11 era - a task that carries extra political risks for all 435 members of the House and a third of the Senate facing midterm elections next year.

For Bush, too, such a renewal would come at a sensitive time. With his approval ratings slipping in his second term, the president could bolster a tough-on-terrorism image.

The tentative deal would make permanent all but a handful of the expiring provisions, the sources said. Others would expire in seven years if not renewed by Congress. They include rules on wiretapping, obtaining business records under the Foreign Intelligence Surveillance Act (FISA) and new standards for monitoring ``lone wolf'' terrorists who may be operating independent of a foreign agent or power.

By noon, House Democrats on the panel were issuing objections to the seven-year expiration, arguing that since the House had endorsed the four-year expiration dates enacted as part of the Senate bill, the three provisions should ``sunset'' at four years, not seven. They also complained that Republican negotiators shut them out of the last phase of talks, a charge Republicans deny.

The draft also would impose a new requirement that the Justice Department report to Congress annually on its use of national security letters, secret requests for the phone, business and Internet records of ordinary people. The aggregate number of letters issued per year, reported to be about 30,000, is classified. Citing confidential investigations, the Justice Department has refused lawmakers' request for the information.

The 2001 Patriot Act removed the requirement that the records sought be those of someone under suspicion. As a result, FBI agents can review the digital records of a citizen as long as the bureau can certify that the person's records are ``relevant'' to a terrorist investigation.

Also part of the tentative agreement are modest new requirements on so-called roving wiretaps - monitoring devices placed on a single person's telephones and other devices to keep a target from evading law enforcement officials by switching phones or computers.

The tentative deal also would raise the threshold for securing business records under FISA, requiring law enforcement to submit a ``statement of facts'' showing ``reasonable grounds to believe the records are relevant to an investigation. Law enforcement officials also would have to show that an individual is in contact with or known to be in contact with a suspected agent of a foreign power.

Not included are several ``add-on'' bills to which Democrats objected, including measures to limit federal appeals of state court decisions, require that sex felons face up to 20 years in prison for failing to comply with registration requirements, and tighten courthouse security.

Standing for the American people

Dear Sir,
I would like to thank you for standing up for the American people and for using the rules and options available to you to question the Republican majority on behalf of the American people. You are absolutely right. We deserve and demand oversight into this administration's purposeful deception to take our great nation to war. We still hold all of you accountable because you allowed the White House to bully you around and failed in your civic duty to protect the interests and civil liberties of the citizens of the United States. How that chamber in the house could pass the patriot act without ever having read it makes absolutely no sense. We are glad that you are standing up now and asking the hard questions that should have been asked before we ever mobilized for war. We must hold this administration accountable for placing this country at risk in outing Valarie Plame.

From what I understand, other covert agents have lost their life behind enemy lines because of the outing. Valarie Plame worked in controlling the proliferation and spread a black market nuclear material. How can the Bush administration claim to have the best interest of the public and our country at hand when making public such highly sensitive intelligence has done nothing but leave us less safe and more vulnerable. Please continue with your investigation. It is important and we back you, Sir.
